Matsu Biennial 2023 Art Festival

Matsu Biennial 2023 Art Festival is a transformative cultural initiative and comprehensive art exhibition that represents a significant milestone in regional social design and cultural preservation. This ambitious event, which earned recognition with an Iron A' Design Award in the Event and Happening Design category, forms part of a decade-long, five-phase strategic plan aimed at establishing sustainable foundations for social and cultural development. The festival showcases 70 diverse works of mixed-media art and cross-disciplinary creations, thoughtfully distributed across nine curatorial projects that address the complexities of sustainable regional development. Taking inspiration from UNESCO's principles of cultural diversity, the festival uniquely integrates Cold War-era military installations, historical archives, and Eastern Min cultural traditions, with a particular focus on the region's traditional winemaking practices that involve 200 local households. The theme Ruby Red After Summer serves as a metaphor for cultural fermentation and renewal, transforming art into a catalyst for amplifying previously suppressed voices. The exhibition spans four townships and five islands, featuring installations across various public spaces including beaches, strategic intersections, plazas, military sites, private residences, and museums. Under the guidance of designers Chun Ming Wang, Hou ching Lee, and Han Wu, along with 12 co-curators and 80 artist groups, including 13 local artists and 7 international contributors from five countries, the festival employs five principal design strategies: community engagement, sustainability, continued social concern through art practice, spatial governance, and cultural transformation. The initiative stands out for its comprehensive approach to cultural governance, incorporating design thinking into policymaking while advancing art education through site translation, cultural tours, and collaborative creation.
